Manitoba Provincial Nominee Program (MPNP) – Overview

The Manitoba Provincial Nominee Program (MPNP) is an immigration program that allows Manitoba to select skilled workers, business investors, and international graduates to settle in the province. The program is designed to address labor market needs and support Manitoba’s economic growth.

Key Streams of MPNP

MPNP has several pathways for different types of applicants:

Skilled Worker Stream (SWM & SWO)

Skilled Worker in Manitoba (SWM): For individuals already working in Manitoba with a valid work permit.
Skilled Worker Overseas (SWO): For individuals outside Canada with a strong connection to Manitoba through family, previous education/work experience, or an invitation from the MPNP.

International Education Stream (IES)

For international graduates from Manitoba post-secondary institutions who meet eligibility requirements in one of three pathways:

Graduate Internship Pathway
International Student Entrepreneur Pathway

Business Investor Stream (BIS)

Entrepreneur Pathway: For individuals looking to start or buy a business in Manitoba.
Farm Investor Pathway: For individuals with farming experience who want to establish a farm in rural Manitoba.

Eligibility Requirements

While requirements vary by stream, common factors include:

  • Age: 18–45 years old (preferred)
  • Education: Post-secondary education may be required, depending on the stream.
  • Work Experience: Relevant work experience in an in-demand occupation or with a Manitoba employer.
  • Language Proficiency: CLB 4 and up (depending on the stream)
  • Settlement Funds: Proof of financial resources to support themselves and dependents.
  • Connection to Manitoba: A job offer, family ties, past education/work experience, or an invitation from the MPNP.

Application Process

Expression of Interest (EOI): Candidates submit an online profile and receive a ranking score based on factors like age, education, work experience, and language skills.
Invitation to Apply (ITA): Top-ranked candidates receive an invitation to submit a full application.
Application Review: The MPNP assesses the application, verifies documents, and conducts interviews if necessary.
Provincial Nomination: If approved, the candidate receives a nomination certificate.
Permanent Residence Application: The nominee applies to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

Processing Time

MPNP Stage: 6-12 months (varies by stream)
Federal Permanent Residence Stage (IRCC): 8-20 months, depending on the stream and volume of applications.
